November 4th, 2024 Meeting Minutes
Steve Johns, President opened the meeting at 7:00 pm with introductions of everyone in the room.
Police Report, Officer Wendy Martin
- New officer, Officer Williams
- Past 28 days has seen an uptick in crime, 5 vs 3
- Violent crime is down vs last year
- Car theft, guns seem to be what they are looking for, primarily juveniles committing the crimes
- Lock up all valuables and keep everything hidden
- With the holidays coming up, hide packages you’ve left in your car
- With any festivities be sure to let Officer Martin know so she can put it on the Chief’s calendar
- Senior event
- Concern for homeless individual camped out near the river - Officer Martin has already addressed this with the City Manager’s Office which is charged with addressing homeless encampments
Lunken Airport Development
- Jaimie Edrosa, works with city, and in connection with the developer who wants to build a hotel and reopen Sky Galley at Lunken Airport
- Developer, Guy Van Rooyen, developer of Hotel Covington
- Submitted plans to FAA, feedback was provided, all items have been addressed, developer has resubmitted to the FAA for the terminal project development
- In 45 day review period, funds were submitted and
- 2 types of historic funding: state and federal
- Would be eligible for both funds if he registers it with both
- Not planning on impacting any current facility that exists (golf course, park, etc.)
- How can the East End help?
- Can’t solicit any commercial airlines, airlines would have to come to the City to be initiated but also must consider any application
- Any ideas related to the terminal project should be directed to the city manager
Oasis Bike Trail
- Concerns over lack of access to trails, would like to have Great Parks come to a meeting and discuss plans to incorporate community concerns. Will plan to make that happen early in 2025.
LeBlond Report, Theresa Miller
- Tow contract is now in place, cars left in LeBlond parking lot between 11pm-6am for non-city cars will be at risk of being towed, LeBlond will not have to call in these cars
- Cars during normal business hours will be towed if left for extended periods of time but it will be called in by LeBlond
- LeBlond had asked for towing company to go easy while the GCWW construction was taking place but there is one black car that is still in the lot and now that the construction is done is at risk of being towed
- Toy Drive, December 14th @ Corryville Rec Center 10am - 1pm, Family Registration begins Nov. 9th
- Accepting Donations Through December 6th
- Toys must be new, unopened, and for children ages 4 - 12 only
- All CRC Locations accepting donations

Mt. Washington School
GCWW Update
- Waterlines are complete and roads are paved
- Now that project is complete there are still several properties that were damaged. Neighborhood residents’ property was damaged and city has a list of 36 items from residents that need to be prioritized and are seeking support from the EEAC to push the city to prioritize fixing homes before the winter season. Residents will send Steve their correspondence and list of items.
- Note that Riverside Drive is closed again at Eggleston due to the I-471 fire - updates to follow.
Treasurer Report, Kathy Schwab
- The Treasures report is from Sept & October 2024. There was a reimbursement of $2,256.28 from the Keep Cincinnati Grant and an expense of $800 for the fencing around Spicer Park. The balance in the EEAC account is $15,724.97.
NSP Report, Regina Moss
- There is a balance of $509.70 in NSP funds. The balance will be used toward giving gas money to 3 people who mow in the Garden District and for Mt. Carmel Baptist Church.

- Don’t forget to vote tomorrow! Flier in back with a resource for transportation to the polls
- Thanksgiving Dinner at Mt. Carmel Baptist Church - Tuesday, November 12th 4:00-7:00
- $400k of TIF fund would be used for approximately 16 projects, between Riverview Academy and Hoff Ave
- Designed as a pilot project with a maximum of $25k/home
- Exterior Improvements: windows, siding, porch repairs, possible safety repairs (i.e. mold)
- If you are going to apply, look to have projects completed together to maximize your grant
- Applications will go through Habitat for Humanity (not EEAC board)
- Requires $250 refundable application fee or sweat equity provision - want to work with those who need it
- Must have household income less than 80% of Average Median Income
- Motion to approve changes in TIF - unanimously approved
Eastern River Tax Increment Financing (TIF) Pilot Program (Fawn Thompson)
